As far as staffing goes, there are engines that are split into groups, for example, E65 has to have 5 FF's where staffing permits, and E5 has to 'start each tour with 5 FF's'..

I interprate this, that if E65 only has 4 FF's, and E5 has 5 FF's, then a FF will be relocated from E5 to E65 to top up E65 that has '5 FF's where staffing permits', whereas E5 only has 'have 5 FF's at the start of each tour', meaning the 5th FF at E5 would be sent out to top up where, and if needed at 5 FF engine companies.

Would this be a correct interpretation??

Right, someone will get detailed out to another Company to get their staffing to the proper level. If no one is left to detail out in the City, I would assume overtime would then kick in. That's generally how it happens pretty much everywhere unless a Town/City is really broke, can't afford OT and then they'll put Companies out of service and detail out whoever is left over

Cheers VBcapt, i was trying to assertain the difference between a 'company that starts each tour with 5 FF's' and a 'company that has 5 FF's where staffing permits', which company takes preference??

There are another 54 engines which start the tour with 5 FF's but this staffing is based on a contract agreement which is tied into medical leave. When medical leave increases for a period of time the city can enforce the agreement and not staff the 54 engine companies with the 5th firefighter.

It works between ladders and engines too. All ladders start with 5 ff each tour.  Some Engines start with 5 ff and some start with 4 ff for a tour.
 ie. Engines A, B, start tour with 4 FF. and Engine C starts tour with 5 ff
     Ladders X, Y, and Z all start tour with 5 ff.

Each engine or ladder must have that at the start of the tour. If any of the companies are short ie. Engine A has only 3 ff scheduled to report for duty (might be down due to medical leave, vacation, or have no one assigned to that group) or Engine C only has 4 ff scheduled they will receive manpower from a unit that has extra. Eng. B has 5 ff reporting( but only needs 4). That extra ff will be detailed to Eng A for the tour.  They will also take an extra man from the Ladder and detail the ff to the engine. (or engine ff can go to a ladder for the tour).  So Ladder X which has 6 ff reporting (only needs 5) will send the man to Eng C.

If there is no more extra ff reporting then they will get the approval to hire ot for the tour.
If there is more ff then needed for the tour then the extras will go to engines that normally ride with 4 ff and the will ride with 5 for the tour.

Now remember trucks are suppose to keep 5 ff's during the tour. So when some goes sick during the tour a 5ff engine will send a guy to the truck. If the engines all end up as 4ff engines the the truck will lose the ov.

Thanks for the explanation, its all clearer now. If an engine has to start the tour with 5 FF's, the chances are that the 5th FF on that engine will be detailed out to another company, Truck or 5 FF engine.
