The new Super Pumper is primarily an Industrial Firefighting Pumper, although it can certainly be utilized to throw large volumes of water on fires and move large volumes of water
a few facts regarding the old Super Pumper System
New Technology has allowed this one apparatus to do the work of two tractor trailers (Super pumper and tender) and two foam carriers

These two incidents demonstrate the magnitude of fuel storage tank farm fires. Exposure problems are often great. The 2011 Miami International Airport Fire resulted in many cancelled flights due to fuel rationing after the loss of several tanks The need to QUICKLY get massive amounts of Foam flowing on these fires is huge

Note The locations, pressures, and products transported via the Buckeye pipeline system thru three boros of NYC - often in densly populated areas with tremendous exposure problems. in 1985 the pipeline was breached in Staten Island resulting in a spill of 56,000 gallons of product.

The Port Authority crash trucks utilize military spec AFFF Foam which is great for quick knockdown of burning hydrocarbon fuels. It has a rapid breakdown time (draindown time) therefore it is a poor blanketing agent and reuires reapplication every 10-15 minutes. This can deplete a foam supply quickly on unignited spills that often require many many hours to clean up. The foam utilized by FDNY is a multi purpose foam and at 3% is the foam of choice for blanketing spills and drastically cutting reapplication intervals. Moreover, The FAA requires all Large airports to have a certain amount of crash trucks on hand with a minimum amount of foam concentrate. If they drop below the requirements the airport must be shut down.

Also with the main ones being at LGA and JFK wouldn’t this be a Port Authority issue? Not a FDNY issue? I mean I know for them to get more water they are relying on the Hose Wagons

The New York area could do this all a lot cheaper with a Channel Industries Mutual Aid (CIMA) type organization. It's hard to tell how much firepower they have, but I'm guessing that they can flow a lot of water/foam. The Baytown Exxon plant alone has three 3000GPM rigs. And it's just one of dozens of entities. Probably can't be done in NYC. It would disrupt too many empires.

If this was purchased with federal money, will the unit be required to respond to “industrial fires” in the DEI state area like the fire boat is?

Entropy, your point is very well taken. All one has to do is drive down the NJ Turnpike through the Newark, Bayonne, Elizabeth, region and see refineries and massive fuel storage tank farms all around the landscape. Various fire departments in Union County NJ applied for and received federal grants to purchase a true regional hi volume mobile pumping system/massive foam capability system. Take a look at the slides below. very impressive capabilities...and hats off to them working together to acquire and staff these systems.
Above: These six fire departments obtained UASII funding from the Federal Government to purchase two (2) Neptune 4000 GPM mobile high volume pumping systems, Two Large volume hose carriers each carrying 2000 feet of 8" hose (4000 feet total) an Iron Man monitor (8000-10,000 gpm), and twelve 4000 gallon foam tankers for a massive cache of 48,000 gallons of foam on wheels ready to go to work !!
Above: One of two 4000 gpm mobile pumping stations. THese can be rolled off the carrier truck and deployed near a water source. Each module is self contained and includes a 4000 gpm submersible pump which is lowered into the water source, and then driven by a hydraulic line from a pump in the Neptune Module. The water is then relayed to the Neptune Module which boosts the pressure and distributes the water to various lines.
