Outriggers on uneven surfaces

Quick pair of questions regarding truck outriggers -

1. Do tillers ever disengage their tractors if they are operating on uneven terrain, or are they designed to always function as a mated pair? Just wondering since Ive seen some pics and videos with the tractor portion at a crazy angle to the trailer with the aerial up and I cant imagine thats a great stress moment for the frames or kingpin.

2. A few years back the FWD/Baker tower ladders look like they were all delivered with a centerline outrigger ahead of the cab. Pretty much all of the rigs delivered after those went OOS look like they were back to a dual outrigger setup on the front if they had them at all, or had beefier midsection outriggers. Were those centerline outriggers found to be unsuitable or not worth setting up? Or were those rigs designed for those to serve as a pitch correction piece than an actual structural support?
