The article stated that the unit was manned by a firefighter and an officer, what rank is the officer?

It's usually a Lieutenant. However, the CTU now is a van. The old bus has been gone for about a year now. I see it every day parked outside my office.

Correct, an antenna was knocked off.

The van pictured above is the CTU.  There are no plans to replace it with anything else.

These are only used at second alarms or 10 60s arent they?
I believe they also respond to 10-76's and/or 10-77's, as well as any other special incident they are special-called to.

They respond to whatever they want, really...  normally just come over the boroughs frequency asking for a ticket. It can be anything from an all hands close by, to a matrix, a multiple or an apparatus accident... Normally they ask for the ticket, rather than being special called.

I believe they're supposed to respond to any 10-75 within a certain proximity of Metrotech.

According to the Operational Reference Guide they're self-assigned on 10-75 in Divisions 1 and 11.
