    "first" and "one" alarm differences

    I'm learning from FD dispatch that "first alarm" is the initial turnout of 3 engines, 2 trucks, and one chief.  That upgrades to an all hands - 7-5 - which is called the "One alarm".  (4d-3t-2c-plus division, squad and rescue.)  Then it goes up to "second alarm." The syntax is crazy, can anyone...
