Alot of Queens and Brooklyn had 7-8 Inches of flooding, some areas in queens currently have 19 inches of water, flooding primarily affecting eastern queens and south east queens right now

Saw 284 clearing leaves from corner sewers in area.
 
In Houston, this would probably be labeled minor flooding or merely "high water" and can happen anywhere with a training thunderstorm.
Tip offs are cars driving through water only up to the axle and people wading through water without a stick or mop handle to check for potholes. Another sign can be folks at the bus stop standing on the bench.

To be fair, almost nobody has a basement in town. Maybe a hundred large homes built a century ago can found with basements. They were designed by architects from "up North" who had no clue about water tables The owners will need a sump pump that runs 24/7.

With a real flood, the only passable areas will be freeways (most of the time), or railroad tracks. If it happens fast enough, you will see fire department members pulling momma and the kids out of the car door window or assorted drivers through the sunroof- particularly at night. After a while, the neighbors will be paddling up and down the street in fishing boats and canoes.


Citizens will usually have Harris County Flood Control District web site on their smart phone with real time rain gauge data
