Grump, it could be conceived that way, however as is said, many hands make light work. You'll also note that these "combo" companies did not exist long.
If I'm not mistaken, that house watch photo is from the quarters of E273/L129. The eyeballs aren't as keen as they were but it looks like a plethora of 4400 boxes and their house watch was on the right side of the apparatus floor if you were looking in from the street.
In the mid-60's when the 52 was still quartered with 272, the Battalion Chiefs were;

The short lived 16th Division, for it's duration, was quartered with 274 in the mid-60's.
The tool box on the running board just behind the chauffeur's seat was where the chauffeur stored his helmet, turnout coat and boots. The box at the very end of the rig was where the portable generator was stored. I guess it varied but that's how it was on L130's rig back in the day.
