    Somebody else that's on the job can probably answer this but as far as I know, each officer is incharge of their respective company. Like I said I'm sure somebody else can answer better.

    Division Commander basically oversees the DC, similar to Captains and Lieutenants.

    Nope, the Lieutenants & Captains are the supervisors for each company, with the captain overseeing everything within the Company. Same thing for Battalions and Divisions with one Battalion/Deputy Chief being the Commander of the respective Unit.
