g-man: I noticed on the rundown there were 2 special calls above the all-hands. I thought the dispatch policy prohibited that and after 1 special call you had to get the 2nd alarm?

Brooklyn was just calling Div15 with either that info or what his extra units would be when Div15 called Brooklyn at the same time & transmitted a 2nd alarm.
