10-18 / 10-19 which unit stays

When a 10-18 or -19 has been transmitted, is it always this first due unit to handle the incident? I can't seem to remember a unit number given after transmitting.
Or is it done by MDT ?

10-18 holds the first due engine and truck unless otherwise specified. 10-19 holds either one and must be specified.
