Every unit assignment shown is on the archive tape - even the first alarm was totally transmitted which is somewhat unusual. Yes, some companies were obviously out - however, the transcript of the tape shows what units were assigned to the fire
My mistake, when it said Madison and Gouverneur I thought of the old Gouverneur hospital which has the larger projects across the street and is about 7 blocks south of Gouverneur Street. That would be a fairly straight shot for E-4. The assignment makes much more sense now that I realize it was in the projects North of Montgomery Street.
