2 + 2 With the Rest Fast

When a battalion says "We're using 2 + 2 with the rest fast, does this mean the other units are remaining on the scene but staging?
 
It means they are either on scene and standing by, or not yet on scene but not immediately required.
 
In the '70s many of the dispatchers considered 2+2 r/f as a sneaky all-hands, with the battalion chief using everyone that responded on the box but not wanting all the other white-hats, snoopers, snipers and kibitzers that would immediately show up on the 7-5.
 
I remember working at a second alarm in Brooklyn way back when.  The battalion and division knew if they transmitted a third alarm the Borough Chief would respond.  Instead of transmitting the third, they just special called individual units and the third alarm was never transmitted.  The Borough Chief was in the area and was pissed.
