Best access for R5 is West 15 and Surf Avenue

BC43: we have (1) rescue swimmer in the water

E318 designated the Water Rescue Unit

BC43 reports both victims have been rescued from the water, Marine 3 transporting (1) back to their quarters - have EMS meet there
