It looks like either the Wilkes , Archer, or Smith. They were all similiar. I think the Archer was #6 at the foot of Grand St. and that doesn't look like the area.

It's got be the Governor Alfred E. Smith which had McIntyre/Morse type deck guns. The Senator Robert F. Wagner had Stang-like monitors and the John Glenn was a smaller boat. http://www.flickr.com/photos/weth_res23cue/4450580050/in/photostream/

Yes, my photo link is of the Senator Robert F. Wagner. During the 60's & 70's it had a red & white paint scheme and was Marine 5 stationed at the foot of 90th St. & East River. ;) Notice, the deck guns.
