Boston Fire Union Head Filled Pool From Hydrant

Not setting a very good example nor showing how law abiding union officials are is he?
 
A few years ago in Chicago engine company officer used his inflence to fill the pool of his neighbor. They used the rig to fill the pool, rig was supposedly "in service" ::) ???
