Bunker gear striping

Why was the bunker gear striping changed from the Scotchlite striping to the Reflexite? Was orange triple striping added to the bailout bags?
 
The change was for safety, new stuff reportedly stays brighter.
Bag was changed and has orange added, rumor said , so that they can tell if you have it on and using it.
