Chain of Command for FDNY EMS

Am I correct in thinking that a FDNY EMS Division Captain (exC-4) would have similiar duties to a FDNY Deputy Chief (ex:-Division 7). And would a FDNY EMS Conditions Unit, which I believe is a Lt., have similiar duties to a Battalion Fire Chief.

EMS Conditions LT and EMS Division Capt do very similar jobs.  They both kind of work like a Battalion Chief.
3 or so EMS Deputy Chief per Divisions = FDNY Division Chief
1 EMS Division Chief per Division (1 Division per Boro) = FDNY Boro Commander
