While we're thinking of Detroit, here's an interesting story from MSNBC, titled "Detroit may let abandoned buildings burn; film documents firefighters' tough times":

Seems like the war years have moved to Michigan. But in NY, no one ever came up with a scheme like this that I'm aware of, even in the worst of the war years.
