The Houston FD has been encrypted for years.

Two weeks ago I was at a funeral for a retired HFD Captain (39 years OTJ, 2 sons and a daughter-in-law OTJ, all respected officers). Near the end of an HFD funeral, the Honor Guard stands alongside the casket and present the widow with a Texas flag after the symbolic ringing of an apparatus bell. Then, the Chief Fire alarm Dispatcher makes an announcement on the department radio thanking the departed member for his years, months, and days of service to the citizens of Houston and farewell.
This time-nothing....Honor Guard make a frantic call to fire alarm-nothing. The announcement had to read from the pulpit with great embarrassment to all.

Afterwards, a Chief told me that an on-duty chief had taken over the dedicated radio frequency for training. The fire alarm office didn't know about it and couldn't get it back for the funeral.
