Did this occur while he was still chief?  I realize he is an Ex-chief, but I thought maybe this is why he's an Ex-chief.
 
I don't know any more than what is in the subpoena.  As for why he is no longer Chief, I'll leave that to the members of the Department.  Chief is appointed by the major.  The new Mayor appointed a new Chief shortly after taking office.
