FDNY 84 Truck

On fdnytrucks.com & any other places I've looked , in the 1990's , 84 had a Tower Ladder , now they have a Rearmount (Ex-Bureau of Training). Why is that ? Thanks.

Someone in authority decided that there was more of a need for a rearmount than a tower ladder.
