FDNY Ferrara and Seagrave ladder refurbishment

I was just going through the nyc purchasing site and noticed two bids for ladder refurbishment.  One for Ferrara due 4-22-15 and one for seagrave due 4-29-15.  Does anyone know why these units are being refurbished and how many units their planning to refurbish? 
 
Are you sure this isn't a maintenance contract?  They have a contracts for when you have an aerial is exposed to fire or damaged some how.  This would be just the aerial not the entire truck.
 
Your absolutely right on the seagrave contract as they said it was refurbishing and/or replacing Seagrave ladder assemblies.  I wouldn't be surprised to find out that the ferrara contract is for something similar. Thanks for the replies.
