Looks like company shirts went to a walkin business only!

By reading the actual order is a little hard to determine what the intent is.  It actually states sale by "Individuals" which could mean the companies are exempt.  It also talks about "Authorized Vendors" and the company that have their own stores may fit into this category too.  It's going to be interesting to see how this is actually applied in practice.
