FDNY Manhole Covers

FDNY Manhole Cover - Would I be correct that this cover leads down to the Emergency Call Box circuits?  We have a number of these covers on Roosevelt Island yet I have never seen any in other boroughs (that I recall).

I have never seen FDNY manhole covers anywhere else in NYC.  Are the circuits embedded in with other systems off island that the covers are unique to the island?

I've seen then in the Bronx also. They're not unique to the island.

They are mostly near firehouses or alarm boxes.
