FDNY Strategic Plan 2025

Some interesting proposals. A few things I noticed:
- Looking at a potential pilot program to have ladder companies to respond to CFRD
- Looking at having fire companies be able to get a refusal of medical attention without having to wait for EMS to free up resources
- Looking at having EMS members maintain their paramedical licenses after transferring to fire
 
looking to take care of the residents of nyc...yet...no mention to the safety of our members
such as...
5 man engine companies
bring back any type of a competetive physical exam
just to mention a few ideas that used to be a standard in the fdny

Now, my medical experience is basically nothing at all, but don't you need to be at least a EMT-B to get a RMA from someone?
 
Encryption yet again a big thing here:

Implement One First Responder Radio Encryption

FDNY will develop and implement a next-generation communication network capable of facilitating high-speed data transfer, real-time video streaming, and establishing secure and resilient communication channels. Fire and EMS will collaborate with other first responder agencies to ensure one secure encrypted communication network for implementation in 2025. The program to lay fiberoptic cabling for connecting every firehouse and EMS station to headquarters is nearly complete. This cutting-edge network will prioritize interoperability among various agencies and jurisdictions, fostering seamless coordination in emergency response spanning federal, state, and local levels. By integrating state-of-the-art encryption and cybersecurity protocols, sensitive information will be safeguarded against cyberthreats, ensuring the integrity and confidentiality of critical communications.”



The verbiage is somewhat unclear as to whether it will be interagency channels that are encrypted this year or EVERY radio channel. I’d be surprised if all channels went encrypted knowing the commissioner’s love for buffs.

Don’t know if it’s up to comish, might be City council that is pushing it.

All channels are already in place. They have a TAC channel for each division not sure how that works with numerous calls going on in each division. When companies switch to the 800 backup it’s the new encrypted frequency but it’s being patched thru so everyone can hear it since not all rigs have the new radios. So far every front line Engines, Ladders, Battalion, SOC Units have the new radios. More like support units don’t have the new radios like Decon Support, Pick Up Trucks, Spare vehicles minor stuff.
 
Encryption for the FDNY would be a PR disaster for the department. Anyone with any knowledge of the department’s fine history would understand this. The facility to move to an encrypted channel if needed for terror or security related incidents is a good idea, but… every borough, every rig? it must be costing a fortune? I’d sooner see those dollars being spent elsewhere (such as the 5th man on engines).

I’m glad I no longer have to listen to that 800mhz rubbish anymore. Who ever sold all the departments in the country digital, must be laughing all the way to the bank!! A national scandal.

PR disaster is a understatement, more like a catastrophe.
 
The items in this strategic plan are certainly reasonable.

Industry is working night and day to reduce and eliminate battery fires. Regulations will help in the meantime.

Obviously, the biggest challenge is what to do about EMS.

Between 2020 and 2023, the NYC population increased only five thousand people, but EMS runs INCREASED 207,173 per year. That translates into an additional 568 runs per day; or 24 runs per hour. This comes to one emergency response for every five citizens- Every year!

Forget response times; forget quality improvement. Folks have to stop calling 911.

Everything in the world responds to hot/cold and financial incentives. Callers have no intention of paying. With universal medical coverage (including illegal immigrants), healthcare providers love every unnecessary transport to the ER. Politicians happily take credit.

Once again what is really needed is better pay and working condition for FDNY EMS Members. Then hire more EMTs and Paramedics.
To tie up more FDNY Fire resources on EMS runs is foolish and dangerous. Once again ask people trapped in a fire if EMS Runs are MORE important people being rescued or removed from fires in a timely manner. Captain Bob Rainey FDNY Engine 26 retired
 
I have often wondered how many more engines would’ve been disbanded if the Job hadn’t started sending engines on EMS runs. Looking at the stats, what are engines running most on?
