Modified response question

I was in NYC for 24 hours recently, transiting through back to
the UK. Spent an evening in Manhattan.

I saw in Times Square E54 and 4 Truck with Batt 9 travelling
through the square under response conditions.

Short time later, E65 turned into the square and headed of down
the same street as E54/L4, they had lights on but
were sitting in traffic at the red traffic signals at the intersections,
giving the odd small occasional blast on the siten.

Shortly after E23 came down into the square doing the same as E65, but
Turned their lights off and turned off the square a few
blocks up I assume to head back to quarters.

Is this the modified response for 2nd and 3rd due companies
on boxes affected by the modified response policy??

They probably just figured that blasting the horn and siren would get them no where so instead just went with flow of traffic with lights on. With the modified response the 2nd and 3rd due respond in 10-20 mode. Which is traveling normal with no lights or siren.
 
Modified response is throughout the FDNY, 2nd and 3rd due engines 2nd due truck respond modified on certain types of alarms. Some single unit responses also have modified response. Class 3 alarms, gas leaks are some of the modified responses.
