Why would FDNY be involved in this?

I'm going to take a stab at it and say that since it's at Maritime, and there are guys in immersion suits in the foreground, and not a plethora of uniforms in the immediate vicinity, and say yes, it's probably R-3 doing dive training. Looks like they are on the tail end of one of the fireboats as well.
 
Is the photo recent?  If its about two weeks old there was a report of a mini-van in the water near the toll plaza of the Throgs Neck Bridge, just south of Locust Point in Hammond Creek, near the NYS Maritime College. Maybe FDNY took the vehicle out of the water. Rescue 3 & Marine 6 were on the call & had divers in the water for a search.

The fire dept put the van in the water at maritime for scuba training purposes but were also responsible for its removal
