Negative, Car 4D is the DAC that was recently promoted (Chief of Counter Terrorism & Emergency Preparedness)

4E is a Deputy Chief (Chief of Counter Terrorism Task Force)

(if I'm not mistaken of course but Ive had miller as Chief of CTEP for awhile now)
 
Building looks like it was the one old heap in a row of newly redone buildings. Did they make it a 10-41?

Yup. Had like a dozen marshals show up. Might have had to do with medal day as well but nonetheless they were actively investigating as operations were ongoing. It was out every window on arrival.

Different note - was E217 at Medicals / education day? Quarters is only 2 blocks away.

Total collapse of the fire building pretty quickly. All the chiefs responded from medal day. Never seen so many top EMS chiefs arrive at the same time. They got here before the first conditions boss arrived.
