I don't know exactly what happened on scene because I wasn't there, but it appears the SIG 7-5 (all hands) was transmitted at 11:43 and with that 250 and 109 were assigned.
As per the videos, 27 acted as 1st due. I can see why 33 is assigned 1st due, but geographically speaking 27 is much closer. At this time of night 27 can go wrong way on a couple blocks and get there much quicker than usual.
That's certainly part of it.. the community doesn't call 911 for medical emergencies as much as other neighborhoods who are known to abuse and/or rely on public EMS.
