Chief of Fire Prevention very busy as CWTC

Here in the UK our Fire police and ambulance radio transmissions have been encrypted for well over 10 years. The authorities did it because of 911. It was laughable, I could listen to FDNY transmissions crystal clear, but couldn't listen to a fire engine stationary outside my house .

Chief Esposito was promoted to COD 26th Sptember. Chief Woods was promoted to Chief of Operations same date.

Just compared the Chief of Department sleeve stripes. Chief Hodgens had five, the present COD Chief Esposito at an Fire Prevention conference today only had four stripes. Any explanation as to the difference ?

I was intrigued to see the promotion of Battalion Chief Guerra to 1st Deputy Commissioner . Is this a normal practice for a serving officer to be promoted to such a senior position in the FDNY.
