Chief Leonard liked to out alot usually see him out there when job got to at least 4th alarm, maybe good 3rd alarm seems to me.

At 17:30 ish, who is the guy in pajama pants putting the ladder against the building?

That was the owner of the building that had the yard we were standing in, it was the exposure 2 side of the setback of exposure 2. He was constantly running around and yelling at firefighters and at the air about how exposure 2 was on fire. That ladder was his and the members of L-111 used it to gain access to the roof of the setback. Unfortunately it broke and sent pajama man into a frenzy again. Interesting character to say the least.

also to clarify, his house was untouched.
