In the FDNY exactly what does the Fire Commissioner do.
On scene, nothing really command wise, the commissioner is a civilian and the last 2 have had no firefighting experience. But it's good to see your senior command at jobs sometimes, most act in an advisory position when they believe the division can handle it, but the commissioner probably goes to monitor what's happening in his/her department (along with other reasons that I can't think of)
 
Down here in Philly the Commissioner is a firefighter (usually B.C. or above) that is appointed by the mayor. It's not a civil service position and the mayor could appoint a civilian if he/she wanted to. I think the last time a civilian was the fire Commissioner was in the 50's and I doubt that he was nothing more than an administrator. If our commissioner responds to the fireground he takes overall command. Only once has someone from outside the department been named commissioner and he was the former chief of the Alexandria Virginia fire department. As usual there's a lot of politics involved.
