I remember back in late '60s / early '70s if we got sent on a complaint that resulted in a complete vacate of a rundown dwelling (usually damaged stairways/Fire escapes.....destroyed heating systems ....or major Fire damage... etc etc).... it was almost always the death knell for that bldg....unless the bldg owner was on top of it (or cared) soon after the occupants were out bldg strippers would go to work then after that there would be a Fire/Fires until the bldg was way beyond restorable......most times the dwelling that the occupants were relocated to by Red Cross or Social Services would be a better place to live.....i also remember people going to the head of the list for NYC Public Housing at one point....at a few Fires i was at afterwards the residents started packing but when they were told the Fire was minor or did not involve their apt it might only be a matter of hours before another larger Fire occurred ....this went on for quite a long time before those running the City addressed it.
