Absolutely No idea.

Maybe it was a place filled with lot of funny, joke playing, wise ass firefighters? And the name just made sense after you learn a lot of great gags to play on each other, details, covering bosses. Or take your “knowledge” with you on promotion. And play some of the learned gags on others.
A play on the old Ringling Brothers Circus “Clown College” that had at one time a lower acceptance than Harvard? That was their claim anyway. LOL!!

From the northern most Bronx companies to the southernmost Staten Island companies and everywhere in between old adage for the FDNY is “same circus different clowns”. Meaning you see the same acts everywhere but different people performing the acts!! LOL

'A play on the old Ringling Brothers Circus “Clown College” that had at one time a lower acceptance than Harvard?'

'That year, Clown College accepted sixty potential clowns out of a pool of 3,000 applicants. That works out to only two acceptances for every 100 applicants. By that standard, Clown College was more selective than either Harvard or Wharton.'

“Same circus …different clowns”. I’ve use that phrase many many time over the years ! True word have never been spoken describing most FDNY firehouse kitchens. And probably could be said country wide !
