This is a 20 mile, 30 minute run for Squad 1 at 1836 hrs. at night.  Thirty minutes if traffic is not too heavy on the BQE, VN Bridge and SI Expway.  How effective can they be responding to the West Shore and South Shore of SI?  I suspect the reason they are assigned is to provide Staten Islanders the appearance that they are getting the same response that other boros do (except their assigned Squad is 20 miles away).  If Squad 1 is not available, Squad 252 is 27 miles away, maybe 45 minutes.  Are you really going to put the squad to work a half hour or 45 minutes after transmitting the 10-75?  Maybe if the job has extended operations or need of special operations units.  But not too often.  I realize a squad on the way is better than no squad assigned, but this is the old "SI needs a squad" issue.
