Some updates:
MD giving units special instructions not to go north of 50 and South of 53rd St, and no units to enter any building without force protection
Per media reports, PD has a level three mobilization for an active shooter incident.
Car 4E: per PD, have the RTF* stage at 59(?) and Park Av
When it rains it pours: in the middle of this incident, the Manhattan CO put out their own box for a reported electrical fire in a basement (sounds like it is under control)
19:22: D3- RTF is set up awaiting SRG protection
19:38: it sounds like they're setting up multiple RTF. BN50 and E259, which are RTF trained, are going to the quarters of 28/11. Best assumption as of now as that there are three to four RTF assigned. Per this site's FAQ, the applicable RTF are from D3, 6, 13, and 14, as follows:

19:49: not hearing the field units reports into Manhattan, not sure if they are being censored due to the nature of the incident or if it is just a glitch in the feed. Getting all of Manhattan's responses, but D3's reports are not coming through the scanner.
20:17: FC- MD, use CW3 on this box for encryption purposes (seems to confirm the above)
20:31: not really hearing any additional communications now, so this will be my final update, others can chime in as necessary
*RTF presumably means the Mass Casualty Rescue Task Force, which from my recollection are units trained to enter warm zones with ballistic protection for patient removal. Coincidentally, the 3rd Division RTF units happen to be the units in the area of the box.
