Seriously, at this point just pop a reducer on the hydrant and rig up a lawn sprinkler timer to one of those shh-shh-shh-tstststststs sprinklers, set it every 4hrs and call it a day. I have some in stock right now in the garage I can let go for a fair price. FDNY procurement - if you are reading this call me.
