Division 1: At Box 597, we have a rubbish fire on the exposure 3 side of a building under construction, 1 st floor.  We have 1 line stretched in operation, fire is darkening down.  We have some burnt electrical cables that we are trying to find the shutoff for.  Trucks are opening up, fire is still Doubtful

What is an administrative company?

Each company has an administrative area for building inspections. Normally they are in your 1st or 2nd due area, some times u do buildings in your 3rd  and 4th due area, all depends on how area was broken up by block. E-14 missed intial call and since building was there's administratively they were sent to issue some type of violation or summons. Hope this helps.
