Your memory is better than mine (or you are older than I
) The Januaru 1951 issue of WNYF chronicles a hurricane of November 1950 that hit the city. It mentions the 6-6-6-6 order for Staten Island and the efforts there seem eerily similar to events of Sandy. (Hurricanes in those days were named by military phonetics.) It later describes a second alarm in Manhattan that was actually a third alarm because of the recall. I was too young to remember any of this but did recall the article. Other incidents in the other boroughs are included so one must assume it was a total recall for the department. Oddly, the National Weather Service listed no hurricanes for November 1950. It must have been a big nor'easter.
I was also told that a recall for the 1977 Blackout was issued but rescinded before it could take effect. Still hunting for others ('65 blackout, hurricanes in the mid -50's, etc.).
Realizing this is off the topic of this thread, I recommend a new one be started if anyone wishes to pursue this subject.
