Can't speak for FDNY, and especially for this incident, but my 1 to 1 scale Ford minipumper had 2-20 lb Purple-K extinguishers mounted on the rear step . . . and I never had an opportunity to use them (before I sold the rig), so I don't know how much fire they'd handle.

All engines have a small supply of foam and Purple-K.  Not sure how much, but with 4 engines should probably be enough to knock down a decent sized fire.

All FDNY ENGs & TRUCKs have at least one Purple K extinguisher we had one in the 46*BN rig also... i dont know about other BNs......Purple K does a hell of a job.

Purple K in the correct application will knock down a whole lot of fire. Actually works really good on alcohol fires.
