911 SYSTEM OVERHAUL

I love this quote from the story that was part of the report by the Bloomberg administration:
He said the upgrade should be judged a ?major success? because it created a more reliable system that had processed 25 million emergency calls by the end of 2013.
Just goes to show how blind upper management was to the problems that were being encountered.  Sure it processed that many calls, the old system would've done that (probably just as well), the question is how many calls did it drop or misdirect?
 
My personal favorite passage from the entire 112-page report is:

"At the end of the day, except for being physically located on the same operations floor, there will be virtually no areas of consolidation to point to as justification for ECTP."

Mismanaged, over complicated from day 1, and totally unnecessary.
