Apples and oranges. When we say "cellsite location" it's because some malcontent on an unregistered cell phone called 911 and said fire. They didn't give a location so PD puts in the address of the cell tower (ANI-ALI Phase 1) it came in on. Of course we have no way of knowing this before you're out the door.
The case stated in the article deals with (in my opinion) 2 problems -- the inability of their 911 system to locate a caller (ANI-ALI Phase 2), and the inability of the 911 operator to know where the caller is based on an accurate location provided by the caller. I'm sure the article doesn't have all the details as the reporting media isn't known for their accuracy in such matters so it's hard to judge where the problems really are.
The biggest issue in this event is that the 911 operator where the call was received, happen to be the wrong county.
Kinda if someones call from the west side highway gets picked up in nj and the operator cant figure it out.
