Maybe the 40's? That's the 1939 Ward LaFrance Rescue 1 which was replaced by the 1948 Mack L.  Or maybe they were riding with the Ward as a spare?
 
The COD is O'Hagen and I can't think of the Commissioner's name. I have my hand ready to slap myself when you tell it to me.
