You can be certain that the Mayor didn't execute all these demotions until an employment/civil service law expert(s) had thoroughly reviewed them to make sure they were legally defensible.

When an attorney files a lawsuit, he always makes sure that the petition to the Court includes every possible claim- the more lurid the better. The problem is that to win a case, you have to convince the judge and jury within that pesky hurdle known as the law.

The city likely has some retired chief officer (my guess LAFD) ready to testify as an expert that these administrative changes do not endanger the public.
