Not only cheaper but also much faster to deploy!  You could place one at each Rescue so you would have one and seemed quite rapidly.  Having a better overview quicker would be quite beneficial at a large fire.
 
IMHO the rescue guys have plenty to do already.  What about putting one in the Command Tactical Vehicle . . . or maybe Field Comm?
 
What you have with a battalion chief in the air is 20-30 years of experience.  Judgment.  From the air, you have a different perspective than someone operating the drone on the ground concentrating on the building immediately in front of them.  I don't know the technical capabilities, but I would think night capabilities might be limited compared to a helicopter with lighting.  You also have ability on site to use the helicopter for emergency use or transport.  That said, seems to have a lot of potential.
