I'm thinking he meant that the FDR unit that they closed is probably being used as a brush unit ? Remember they also lost the brush unit that was on governors island, the brush module was removed and a hose bed was built on the flat bed to be used as 329's sand vehicle until it's replaced due to it being ruined during sandy. However as I am typing this I am wondering if it is a BFU serving as the FDR unit, those 1995 Ford F-450's are not 4 wheel drive making it not very useful off road
