Is housewatch still carried out at all firehouses in FDNY, as in does the guy on Housewatch still have to sit in the watch area for his stint?? Is it still a 3 hour stint?

He still sits there and yes it's 3 hours.
Some places they also will eat meals and everything in the watch. In a house with a engine or ladder only, you might see him sit with the rest of the members.
 
Every house does it differently, but my example, we alternate watches by month.  Truck covers one month, then the engine covers the other.  Company not in the watch does the meals.
 
Does the Firefighter leave when their engine/truck gets a run?
