Can't tell for sure from the videos, but it seems like it may have been fire in whatever they hang on the outside of the building.  If so, it would be the 3rd or 4th high rise fire of this nature in Saudi Arabia . . . and they would seem to be in desperate need of some revisions to their building codes.
