Modified response question (again)

Regarding  the modified response, my understanding is that rigs respond with no lights or sirens to calls and boxes or responses that fall into this category... Including occupied stuck elevators...

There is a video on the web, from Late 2013 of a truck responding from the house to, as is explained by the person who took and posted the video, whilst at the firehouse on a visit, to an occupied stuck elevator.. The truck responds on full lights and sirens response...

Has there been a modification to the response policy or is it open to interpretation at local level, with officers on the responfing companies carrying out a dynamic risk assessment and and respond on lights and sirens if they deem it necassary, or is it only a Batt Chief, as is heard so often on the freq, who can change a response mode??

On modified responses such as gas leaks where there's a full response, everyone but the first due companies will respond in a 10-20 mode. On single unit responses such as water leaks and stuck occupied elevators, the unit will respond in a 10-20 mode.
There has been no change to he policy. Usually the only ones that can make the decision to respond in emergency mode are the responding battalion chief or the dispatcher.
The person filming could have been mistaken on what they responded to.

Also the BN*CHIEF does not respond modified (unless a Unit gives a 10-20).
