NENA is a 911 non-profit organization who, since 2004, has been trying to upgrade 911 communications to the digital age. This would include digital data such as text, accurate caller location and, ultimately, photos and videos. They estimate that 56.2% of the US population was covered by some digital 911 capability by the end of 2022. This type of system is now used daily by Google Maps and Uber. Interestingly, they estimate that 10,000 lives could be saved annually by reducing response times by one minute. Also, they think 27 million 911 calls a year are misrouted.

Finally, it seems that the present 911 state taxes are only enough to maintain the status quo. There has been no federal funding since 2012.
